The Class 231 E locomotives were developed to meet the growing need for powerful steam locomotives 
for the increasingly heavy French express trains after the First World War. Instead of expensive new 
designs, André Chapelon of the Paris-Orléans Railway was tasked with modifying existing Pacific-type 
steam locomotives to meet the new requirements. The engineer achieved the required performance 
improvements and fuel savings primarily through enhancements in thermodynamics. His approach proved 
successful: The modified locomotive reached test speeds of up to 174 km/h, and in everyday service, 
it still achieved a respectable top speed of 130 km/h. With a 50 percent increase in performance and 
a simultaneous reduction in operating costs, Chapelon transformed the old steam locomotives into 
future-proof express train locomotives.
