In the early 1990s, DB began developing control cars for long-distance traffic. The first 75 control cars were built by converting passenger cars manufactured in Halberstadt.
After the delivery of the first two series, PFA Weiden began production of twelve pressure-compatible IC control cars. To distinguish them from the "conventional" version, these cars were designated Bpmbdzf 297.3. After the first redesign in 2002/2003, the type number was changed from 297.3 to 296.3. The vehicles were equipped with a passenger information system and digital train destination displays on the outside.
